Yes.  Yes they do. They are very creepy indeed.

What made it creepy for you? The laughter? Setting?

The place itself was a bit too weird and the laughter kinda of got to me after ages of trying to solve this one puzzle that iirc turned out to be really obvious

been too long since i played the game i can't remember everything 

but i'd have to say, those fish things that jump out at you in the Sea of Tears are pretty creepy
