Can you still get all the gems in Volk Inferno if you missed them in Volk City?

Yes, you can still collect all the dreamstones that you missed in both Volk City and Volkan Inferno.

You just need to replay them again after you cleared it on your first run.

They are different levels though but still in the same place.

Volk Inferno can be annoying to get dreamstones on :x I wish you luck.

Also would like to point out an oddity in Klonoa 2 haveing extra dreamstones that aren't normally. Since i never see a thread specifically for dream stones xD.
