There is just something about him that reminds me of Robotnik. Don't get me wrong, I love DCT, but just a lot reminds me of a Sonic franchise for some reason. And no, I'm not trolling.

I think Garlen was meant as something of an homage to Robotnik. Much like how Janga is a clear reference to Freddy Krueger.

I would say Garlen is a bit more serious and cunning actually, sort of what Aria said. Also he's more 'robo' than Robotnik himself. :P
