My two cents on that:
There is no proof that Ariga is involved with Klonoa Encore, especially with this being his only comment thus far on the news. If we consider the possibility that this game might be a port/remake/collection-type deal, and his only official involvement with the series (so far) was a webcomic, I could see him maybe being brought on to do some new art/designs or something if they were to go that far. I noticed he hasn't rt'd anything regarding the trademark news, unlike Mr. Arawi (https://overm00n.tumblr.com/post/187972914528/just-noticed-yoshihiko-arawi-klonoa-character), who has always been connected to the Klonoa series.

This is Yoshihiko Arawi, though you probably wouldn't know it at first glance since he keeps talk about his work to a minimum and instead focuses on his love of kaiju/slasher movies and giant robots. Occasionally, he'll post a drawing and a few times it was Klonoa related.

Not entirely Klonoa related but a trademark for Mr. Driller: Drill Land has just been trademarked in Europe. Drill Land is the name of a 2002 Japan-only GameCube title in the series.

This comes following the trademarks for Mr. Driller Encore, Klonoa Encore, Splatterhouse Encore, and Wagyan Land Encore last year in September. Only Mr. Driller Encore had a logo to go with it's registration but it didn't give any indication of which game it would be a remake of. Mr. Driller and Klonoa both made appearances recently on a promotional Bandai Namco calendar for 2020. Mr. Driller had it's own dedicated page in it.

The appearance of this Mr. Driller trademark lends more credence to Klonoa Encore happening.
