Unless you're inferring it's possible for the Smash team to assemble a working Character, stage, music, mii costume, ect. all within the ridiculously short span of a month? Not to mention clearing up legalities for using the character? No, it's far more likely that Cloud was being planned out months in advance. Possibly as soon as Ryu and Roy came out.

We'll get the results of the Smash Ballot in December, as indicitive of the "major smash news". And I wouldn't expect anything more than a promotional vector, like when Mewtwo was announced.
