@nub_hat found the texture in my giant texture dump of the wii make.
according to @CalmSerenity serenity it means Forbidden but can also mean prohibition inhibition or ban.
Google translate which does a horrible job as usual just says it means disable.
I'm going with BAN!! but it's a guess.
I'll try to find it in game soon if at all possible.
