A few months ago, with the help of Youtube usernames Angel Tirado and Luis Parson, I figured out the precise requirements for unlocking every single card in PMW3, something that I didn't find anywhere else on the internet. So, what better place to share this guide then in a Namco fanbase.
Note 1: You can get all cards through the level select except for three: Orson, Concept Art 1, and Concept Art 2. If you've missed any of these in your first playthrough:
. Don't load a save file upon booting the game
. Start a new game and recollect all cards (yes, you'll need to get each one again to have all if you've missed any
of these three)
Note 2: The High Scores are shared between files, so your name will still be on it even if you don't load a save file. However, that doesn't stop you from getting the cards requiring you to achieve a place in the High Score (it doesn't have to be 1st, it will count as long as you achieve position 1-10)
Note 3: When I say that some cards require you to collect so many power pellets, I do mean collect and not "kill so many enemies with said pellet". Also, it will only count if you save after doing so.
-Level Cards (Bot Boneyard, Banni Wastelands, etc): get the collector card in the respective level.
-Orson: collect all of the fruits until Spectral Zenyth
-Concept Art 1: get all silver statues in the game
-Concept Art 2: collect all galaxians until Dungen Gunden
-Concept Art 3: collect 20 Chrome Pellets
-Concept Art 4: collect 40 Electo-Shock Pellets
-Concept Art 5: collect 60 Regular Pellets
-Concept Art 6: collect 40 Riboon-Loop Pellets
-Concept Art 7: collect 50 Super Stomp Pellets
-Armalope: achieve one of the High Scores in Bot Boneyard
-Spiked Armalope: achieve one of the High Scores in Banni Wastelands
-Snitterling: achieve one of the High Scores in Spectral Cliffs
-Lummox: achieve one of the High Scores in Gokekka Central
-Mech Lummox: achieve one of the High Scores in Spectral Vale
-Bomb-a-Tron: achieve one of the High Scores in Zephyr Heights
-K-Tron: achieve one of the High Scores in Ancient Catacombs
-Girotron: achieve one of the High Scores in Gokekka Heights

If you're wondering where I got all of this information from, well, some of it comes from the Official Strategy guide (thank Angel Tirado for that) and some of it comes from a, not always correct, but still helpful list made by Luis Parson of how he got every card.
And, of course, some of it comes from trial and error on my part. The strategy guide and Luis Parson's list weren't exactly precise, and it took me a few playthroughs to understand how to truly unlock some cards. Regardless, it was all worth it in the end
