There is the Shoutbox on the Portal (Homepage) page of the forums. I can move it to the forum page.

tried using the chat box this morning and received an error when submitting my message

EDIT: apparently adblock was causing the issue though I have not made any changes myself since the last time I used the shoutbox. I deleted all the filters I manually created over the months/year since I built this comp. Now the shoutbox works but it doesn't auto refresh even with adblock disabled; I have to refresh the webpage to see a change...don't remember if that is working as intended or not.

Are you using Chrome? For some odd reason some of my extensions bleed through on this site. That, and my posts on shoutbox don't auto-refresh for me either.
