Even though, You don't need Bandai Namco's permission to make a fangame, BUT YOU HAVE TO credit them, more like Touhou fangames.

You should still always ask for permission before making fan games. Remember what happened to Street of Rage fangame?

SEGA is different than Namco, SEGA always want permission to everygame (Sonic series are bad nowadays for me, though.), but Namco are normal, as long you don't profit from it.

Onaga, the Dragon King, is a character in the Mortal Kombat fighting game series. He made his debut in Mortal Kombat: Deception, in which he also served as the main antagonist and final boss.
