Well I got lucky
Apparently or at lest with the right bios. 50hz pal + the widescreen patch with whatever very recent build version of pcsx2 will work correctly so I can now go back to making videos with using that slightly better pal IPU skipping patch.
That means at the very least the glowly golden water in the dark sea of tears should be visible in it's cut scene this time around. I don't have an estimated time on when the next video will be other than likely this month if my internet service provider does not rage at me hard.
