Since there are only two months left out of the year that isn't terribly surprising.
Unless there is actually going to be a tie-in game I'm not holding my breathe for E3, either.
Now that things have settled a bit I wonder if it might have been a touch too early. Since they're still in the Pre-Production/Planning stage it may be a year or more before we get anything tangible, like a trailer or teaser.
Then again, we've already waited this long.

That depends on a lot of things. Mainly who this might be catering to.
If this is going to be a simple " dub " to English Subtitles and released on Blu Ray and possibly on an anime network (Fundamation or Crunchyroll) then we might just keep the Phantomilian. You know how people get about their dubs. That might work for older fans who may have grown up with Klonoa. This is also advantageous because I imagine the costs of just writing subtitles in the local language would be much less than hiring actors to record all of those lines.
For the record, I think that is the most likely scenario for this film.
If they're actually interested in attracting children or newcomers, though, then full Phantomilian might be off-putting. An English Dub would pretty much be mandatory for any sort of Wide Release in theaters -- which feels like a long shot in itself with the market in the US being as difficult as it is even discounting that it will be anime. I don't think a Wide Release is in the cards, though.
I can think of a Third Option, though.
Klonoa could mostly speak Phantomilian and it be translated into the native language of the viewer by the people around him. Maybe to make him in a sense a " silent protagonist " in the sense that the audience doesn't completely know what he's saying but understand both through his actions and through his partner's explanation.
